At 7:45 p.m. the executive session . was concluded. At 7:55 p.m. Mayor Zegarelli called a special meeting of the Board of Trustees to order to consider the May 21st warrant and attached resolutions. On a motion of Trustee Stever, seconded by Trustee Zieja and carried unanimously by the members present Warrants A052102, F052102, H052102 were approved and the Treasurer authorized to pay the bills subject to the Mayor's approval and signature. Robert Folchetti & Associates' (JRFA) evaluation of the bids received for the Village of Sleepy Hollow, Fremont Pond Dredging. Bids were opened on May 20, 2002. A total of three ( 3 ) bids were returned. The low bidder was Mobile Dredging and Pumping Company. The results of our evaluation indicate that Mobile Dredging is an experienced dredging and dewatering contractor. This report recommends that the Contract be awarded to Mobile Dredging and Pumping Company, when the Village determines that all necessary requirements are complete. 2.0 I RECEIPT OF BIDS Bids were received for the Village of Sleepy Hollow, Fremont Pond Dredging at 2:00 PM on May 20,2002. The bidding response was low, but this is to be expected for a specialty type of contract. Table 1 represents a summary of all bids received, arranged in ascending order of the bid amount. Additionally, the unit prices provided by each bidder are shown on the Bid Tabulation. An error was noted in the Bid submitted by Creative Waste Management, Inc. The proper Bid Form as contained in Addendum No. 1 was not utilized, even though the receipt of Addendum 1 was acknowledged in their Bid Form. However, this was the highest bid received and is 49% higher than the Engineer's estimate. A comparison of these bids to the Engineer's Estimate of $200,000.00 was made. Table 1 shows this comparison as the percent difference between the individual bid and the Engineer's Estimate. All bids received were above the Engineer's Estimate. Creative Waste Management S297.550.00 . +48.8 ALEX PETROSKI CONTACT BID EVALUATION 3.1 Mobile Dredging and Pumping Company of Chester, PA filed the low bid. 3.1.1 Accuracy of the Bid The Bid extensions for .ill bidders were checked and found to be correct. However, the Bid submitted by Creative Waste Management, Inc. was not provided on the proper revised Bid Form, and there was no Bid Item for mobilization and demobilization provided by them. I 3.1.2 A review of Mobile Dredging's qualifications indicated very good experience at dredging and dewatering projects, with a combination of municipal and private work. Further investigation highlighted the following relevant experience. • Dredging of 100,000 cubic yards of sediment in Stone Harbor, N.J. • Dredging and dewatering of 300 dry tons of sludge from a wastewater treatment plant lagoon in Central City, PA. • Dredging and dewatering and removal of 20,000 cubic yards of cadmium contaminated sediments for a NYSDEC project at Lake Capri, West Islip, NY. Individual personnel are qualified to perform this work. The references provided very consistent reviews of Mobile Drcdging's performance. Verbal observations by the references indicated that they have a good reputation for: 3.1.3 • Providing a superior quality of work. Providing qualified and experienced personnel. Being cooperative. Meet their construction schedules. Do not make excessive claims. One reference, from the Borough of Stone Harbor, NJ, stated that with Mobile Dredging he has been very pleased, they are very reasonable and he would have them work for them again. 3.1.4 Financial Strength Mobile Dredging is a subsidiary of Carylon Corp., Chicago and has been in business since 1964. Depending upon their workload, the firm employs between one hundred (100) and one hundred twenty-five (125) people. The Dun & Bradstreet Business Information Report indicates that they are financially secure, and have a very low risk of financial stress. 4.0 RECOMMENDATION JRFA has reviewed the bids for the Village of Sleepy Hollow, Fremont Pond Dreging.
