Page A Regular Meeting of the Architectual Review Board was held on Wednesday, April 25, 1990 in Village Hall, North Tarrytown, New York. Present: Frank Arvan, Chairman Robert Barstow Lou Falasca Also Present: Absent: James Margotta, Building Inspector Francesca Lorenz, Recording Secretary Annegret Rice Elena Malunis Meeting started at 8:15 PM. Approval of minutes was tabled due to the lack of a quorum. IN THE MATTER OF RJM BODY SHOP, 95 COLLEGE AVENUE. NO. TARRYTROWN. N. Y. Ms. Julia Mersberger appeared before the board on behalf of RJM Auto Body. She stated that the owners would like to restore the building as it appeared in the 1928-1930 period. She presented colored photographs and a drawing of the sign advertising RJM in three colors, (two different blues and white) 72" wide, 31" high. The letters would stagger in height, 17" 11" and 7" high. Sign would be mounted on existing post. Motion to approve the temporary sign for one year was made by Lou Falasca, seconded by Frank Arvan. Motion passed unanimously. IN THE MATTER OF THE JOYNER PROPERTY. CLINTON STREET. NO. TARRYTOWN. N. Y. Mr. George Toper, attorney for the Joyners, appeared before the Board and gave a brief history of the project. The Planning Board has given site plan approval and the Zoning Board has granted the required variances. The last step in the procedure was to appear before the Architectual Review Board. Basically, the drawings indicated three townhouses of modular design to be constructed on the property. The original existing one family house will be converted into a two family unit. After reviewing the drawings, Mr. Falasca suggested that a new front be designed for the town houses, in keeping with architectual look of the neighborhood (i.e. covered porches). The Board asked the contractor if a porch could be added to the townhouses with too much of an additional cost to the Joyners. He would consult with the Joyners and return next month with new plans for the exterior of the front porches. 21 �Page Mr. Lou Falasca moved to approve plans as presented except for the front of the building facing Clinton Street which is not acceptable to the Board. Revisions should be presented at the next meeting. Mr. Margotta will issue permit for foundation construction only. Motion was seconded by Frank Arvan. Passed unanimously. IN THE MATTER OF BROSOFF CADILLAC. NORTH BROADWAY. NORTH TARRYTOWN. N. Y. Due to the fact the Mr. Barstow was the architect for the signs, he had to excuse himself from the discussion and the voting . Therefore, being there was no quorum, matter was table until the next month. ROSETTA & JUAN PICHARDO. 36 HUDSON STREET. NORTH TARRYTOWN. N. Y. Applicants would like to install aluminum siding (dover grey with white trim). Upon further discussion, it was learned application was wrong, the Pichardo's want vinyl siding instead. Board discussed with the Pichardos that due to the fact they lived in a R-3 district, aluminum siding was required. They agreed to install aluminum siding in place of the vinyl. Frank Arvan moved to certify plans for the installation of aluminum siding. Motion was seconded by Lou Falasca. Motion passed unanimously. IN THE MATTER OF MAMIE BOYD. 54 HUDSON STREET. NORTH TARRYTOWN. N. Y. Mr. Julius Twine, architect for the project, appeared before the Board and gave a brief history of the project. He also stated that Zoning Board had granted required variances. The addition will be a one story stucco building with white asphalt shingles and white trim with a gray roof. A suggestion was made by the Board to change pitch on the roof. Mr. Barstow made a motion to approve the plans as submitted with the contingency that the roof line has a salt box profile. Motion was seconded by Frank Arvan. Motion passed unanimously. IN THE MATTER OF THE AMENTA ADDITION. NORTH BROADWAY. NORTH TARRYTOWN. N. Y. This was a preliminary meeting. Mr. Amenta presented sketches and samples of granite that will be issued on the new addition. It was suggested he bring colored renderings when he appears before the board again. No date has been set for the next hearing. 22 �J Page EXECUTIVE SESSION Mr. Arvan asked Board members to call him or Mr. Margotta if they do not plan to attend a meeting. Mr. Barstow commented that he would like to see the Board's membership be increased to 7 members, 5 regular and 2 alternates, so there will also be enough votes for a quorum. Mr. Arvan stated he would pass that suggestion on to the Mayor. Being no other business, meeting adjourned at 9:45 PM.
