June 27th, 1990 A Regular Meeting was held before the Architectural Review Board of the Village of North Tarrytown on the above date. PRESENT: Frank Arvan, Chairman Robert Barstow Elena Malunis Louis Falasca James Margotta, Building Inspector ABSENT: Annegrett Rice Chairman Arvan called the meeting to order at 8 P.M. 1. R. Pichardo, 111 Cortlandt Street-Hidalgo Grocery-Sign Mr. Pichardo submitted drawings of the sign and a picture of the building at 111 Cortlandt Street. After a discussion Mr. Pichardo was directed to return to the next meeting with more information and drawings showing more detail. 2. Catherine & Emmett Wolfe, 226 Kelbourne Avenue-Addition Chairman Arvan stated that Mr. Falasca would not participate in this matter as he would be employed by the Emmett's in the construction of the addition. Mr. Falasca presented plans and explained the addition to be erected. He also presented pictures outlining the building at the present time. After a discussion Mrs. Malunis moved, seconded by Mr. Barstow that the plans for the addition of the residence located at 226 Kelbourne Avenue be approved as submitted. Carried. 3. James Yosifides, 60 Beekman Avenue-Restore storefront Mr. Barstow stated that he represented Mr. Yosifides and would not vote on the issue. Mr. Barstow explained to the Board what Mr. Yosifides planned to do in restoring the building. They wanted to use vinyl / if approved by the Board, or they would have to consider aluminum siding. After a discussion Mr. Falasca moved, seconded by Mrs. Malunis that the Board approve the vinyl siding as stipulated on the plan, and if vinyl is not acceptable to New York State the alternative would be to go to aluminum siding, only if not accepted by New York State. Carried. Chairman Arvan stressed the fact that the area where the sign will be installed iinot up for approval at the present time. �-24. Brostoff Buick-Cadillac, 356 No. Broadway-Signs and New and Used cars. Continued Discussion Mr. Brostoff stated that the Village should have an ordinance regarding signs for car dealers and presented to the Board various pictures of signs and storefronts. Chairman Arvan asked Mr. Brostoff to prepare a list of suggestions for the board to study. 5. Laurentino Rodrigues, Beekman Avenue-Sign and Canopy-Discussion A discussion followed regarding the sign and canopy. It appears that the Salvation Army would like a new sign installed. Mr. Falasca stated that he felt that the canopy should be repaired and that Mr. Rodrigues be invited to a meeting of the Board to discuss the matter. It was reported that the Board had received a letter from the Deputy Clerk that the Architectural Review Board recommend that the canopy be removed. Mr. Falasca moved, seconded by Mrs. Malunis that the Board recommend that the canopy be repaired and that Mr. Rodrigues be invited to the next meeting to discuss the matter. Carried. 6. John Tornello, 256 No. Broadway-Signs-Continued Discussion Chairman Arvan stated that the Board had not received plans and specifications for the signs and canopy to be installed at 2 56 No. Broadway. After a discussion Mr. Falasca moved, seconded by Mrs. Malunis that Mr. Tornello be sent a letter directing him to submit a set of plans, signed by an architect, for his gas station located at 256 No, Broadway. Carried. The plans that were submitted were plans for another location and if Mr. Tornello submits plans for his location they will reconsider their decision. Plans were to be submitted at least ten days before the next meeting. BUSINESS DISCUSSION A discussion followed regarding the "Canopy Ordinance". Chairman Arvan instructed the members to examine the information submitted by Mr. Brostoff which will be discussed at the next meeting. �-3Mr. Barstow questioned the powers and duties of the Board. It was decided that the Board would meet with Mr. Hughes, Village Attorney for clarification of their powers. There being no further business to come before the Board, Mr. Falasca moved, seconded by Mr. Barstow that the same be duly adjourned. Carried.
