Present: Mayor Philip E. Zegarelli Mario DiFelice Don Stever Jim Hart Kay Grala Richard Zieja Richard Spota Trustees Also Present: Dwight H. Douglas, Village Administrator Abe Zambrano, Treasurer At 8:50 p.m. on a motion of Trustee DiFelice, seconded by Trustee Stever, Mayor Zegarelli called the board into special session. During the special session, Trustee Hart Moved, seconded by Trustee Grala the approval of the warrants of January 13,2004, authorizing the treasurer to pay the bills, all subject to the review, approval and signature of the Mayor. The Motion carried unanimously. Next the attached resolutions were duly acted on as noted. Prior to acting on resolution 01/03/04 at 9:00 p.m. on a motion of Trustee DiFelice, seconded by Trustee Spota and carried unanimously the Village Board entered into executive session in order to review certain personnel matters. On a motion of Trustee Zieja, seconded by Trustee Hart, the Board came out of executive session at 9:25 p.m. and back into its special work session. Trustee DiFelice reported that the street naming committee recommended the following potential names for the new overlook constructed at County House Road: Sleepy Hollow Lookout, Kykuit Overlook, Paulding's Perch, Patriot's Watch, Rockefeller's Lookout. At 9:35 p.m. on a motion of Trustee Stever, seconded by Trustee DiFelice and carried unanimously, the special meeting of the Board of Trustees was adjourned. �612. I Meeting Date: 01/13/04 Resolution #:01/01/04 Resolution of the Board of Trustees of the Village of Sleepy Hollow Approving a Capital Project to Repair Ambulance-13 WHEREAS, the Village Board of Trustees approved and adopted a Capital Budget for the fiscal year 2003-2004 as part of the annual budget process, and WHEREAS, emergency repairs to Ambulance-13 are necessary in order to be able to continue providing ambulance services to the community, NOW, THEREFORE, BE IT RESOLVED, that the Village Board of the Village of Sleepy Hollow hereby approves a capital project to repair the weather related damages to Ambulance-13 (1994 Ford/E-One) and to add the costs of the repairs of $10,000 to the capital projects for fiscal year 2003-2004, and BE IT FURTHER RESOLVED, that the cost of the project be funded through borrowed funds. This request is being made after consultation with Village Treasurer Abe Zambrano. I Vi"3^ C ^ Q ^ " ^ As we have previously discussed, Ambulance-13 has sat outside the Ambulance Corps building for more than 16 months. Despite the regular rotation of the rig intofeebuilding for "drying-out," water leakage and condensation have rapidly deteriorated the emergency lights, antennas, wiring and circuit boards. We presently have several significant problems with the main circuit board and berth light bars. These problems technically place Ambulance-13 in violation of NYS Department of Health regulations mat pertain to emergency warning equipment Ambulance-13 is regularly rotated as the "primary" ambulance to avoid excessive wear on Ambulance-18. It also enables us to stay in service while maintenance is being done to Ambulance-18. Ambulance-13 is often used for mutual aid, standby duty and as the "second-out" rig. It is an integral part of Ambulance Corps operations. The request for capital funding is being made, upon the advice of Abe Zambrano, due to the fact mat me projected cost of repairs ($10,000) would constitute approximately 20% ofthe Corps total operating budget ($49,760). Hundreds of dollars have been spent over the last few years in temporary repairs, but unfortunately the problems have gotten progressively worse. It is"further agreed that the VILLAGE and the AMBULANCE CORPS shall i comply with any and all'applicable regulations issued from time to time by regulatory agencies having.jurisdiction. THIRD: - The VILLAGE and the AMBULANCE CORPS hereby agree to furnish the DISTRICT the necessary certificates certifying that it has complied with all of the laws of the State of New York regarding the training of personnel and shall provide equipment, ambulance-and personnel sufficient to furnish said services. FOURTH: The AMBULANCE CORPS through its appropriate members shall at all times during the term of this agreement be subject to call for such, emergency .service by the Police Department for a person or persons I living or found within the boundaries of the DISTRICT and, when notified by the Police Department of a request for such service, shall respond to and render such service without undue delay and with suitable'equipment and personnel. �.
