Present: Mayor Philip E. Zegarelli Mario DiFelice Jim Hart Kay Grala Richard Zieja Richard Spota Trustees Also Present: Dwight H. Douglas, Village Administrator Abe Zambrano, Treasurer Bob Ponzini, Village Counsel At 7:10 p.m. on a motion of Trustee DiFelice, seconded by Trustee Zieja, the Board went into executive session for the purpose of reviewing certain personnel matters. At 7:30 p.m. on a motion of Trustee DiFelice, seconded by Trustee Zieja and carried unanimously the board came out of executive session and entered into its regular work session. At 7:40 p.m. on a motion of Trustee DiFelice, seconded by Trustee Zieja the board went into executive session for the purpose of reviewing certain land acquisition related matters and contract negotiations. At 8:55 p.m. on a motion of Trustee DiFelice, seconded by Trustee Zieja the board came out of executive session. At 9:10 p.m. on a motion of Trustee Grala, seconded by Trustee Spota the board entered into a special session. During the special session, the attached resolutions were duly acted on as noted. On a motion of Trustee DiFelice, seconded by Trustee Spota and subject to the review, and approval of the Mayor and Village Treasurer the warrant of March 9th, 2004 and any vouchers as consolidated in said warrant were unanimously approved. (Addendum dated February 2004, §3, ^1). The actual degree and specifics of these enhancements are not detailed. If the efficiency of the Plant is improved, the prospect certainly exists that production levels can be boosted. .The Applicant also states that the level of production and output is inhibited by the area in which potential consumers for asphalt are located. (Addendum dated February 2004, §111, T|2). No market study has been submitted detailing this contention. Moreover, the elimination of pedestrian access on the H Bridge , could further improve safety and allow for potential lane widening. It is the understanding of Sleepy Hollow that this \ is not viewed as a point of concern by the Tarrytown Police Department, as headquarters in this ::; location will not impact emergency response. Clarification as to this position is also requested.
