Present: Mayor Philip Zegarelli Mario DiFelice Richard Spota James Hart Donald Stever Richard Zieja Kay Brown Grala Also Present: Trustees Abraham Zambrano, Village Treasurer Dwight Douglas, Village Administrator Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Trustee Zieja moved, seconded by Trustee Hart to move out of executive session, motion carried unanimously. Mayor Zegarelli commented that discussion took place on several items but no formal action was taken. Approval of Minutes Trustee DiFelice moved to approve the minutes of February 24, 2004, seconded by Trustee Spota and carried unanimously. Trustee Spota moved to approve the minutes of March 2, 2004, seconded by Trustee Hart and carried unanimously. Trustee Hart moved to approve the minutes of March 9,2004, seconded by Trustee Grala and carried unanimously. Public Hearing Trustee Grala read the attached public hearing notice regarding the proposed establishment of a Department of Architecture, Land Use Development, Building and Code Enforcement and Sean McCarthy, Village Engineer and Dwight Douglas, Village Administrator gave a brief summary. Trustee DiFelice commented about phasing out period for certain village personnel in that department. The Village Administrator commented that the phasing out will take place at the end of March. There being no comments from the public, Trustee Zieja moved, seconded by Trustee Stever to close the hearing. �728 i Approval of Warrants Trustee Stever moved, seconded by Trustee DiFelice to approve the warrant of March 23,2004 and authorize the Treasurer to pay the bills, subject to review, approval and signatures of the Mayor and Treasurer, motion carried. Total of the General Fund is $356,458.20, total of Water & Sewer fund is S 6536.82 total of Capital fund is 522,271.80 and the Parking Authority total is $9075.24. Mayor's Announcements Mayor Zegarelli commented that he met with MTA regarding the review and update on the Philipse Manor Railroad station. There is no need for elevators since the station is at grade level at both sides. He will form an ad hoc committee of members of Sleepy Hollow Manor Taxpayers Association, Philipse Manor Association, Webber Park Association, Briggsville, Barnhart Park area, etc. who commute on the railroad to work with the MTA on some of the design clauses. Public Comments Mario Belanich commented that the Board should go into executive session at the end of the meeting so that people don't have to wait around for so long. The Mayor commented that sometimes it is necessary to go into executive session before since the attorneys are here waiting and we pay them by the hour. I Mr. Belanich commented on the fee for pick up of white goods. The Mayor commented that most municipalities already have been charging for this service. Ms. Ferrara commented on the discontinuation of aerobic classes and felt it should continue at least till the end of June since she paid until then. A gentleman addressed the board regarding the asthmatic problems that will arise from the asphalt plant the village of Tarr> town is proposing to build and presented the board with a print out regarding asthma. (Part of official minutes) Trustee Reports Trustee DiFelice read the attached public works report. Trustee Spota commented that the next Public Safety meeting is on March 29 t h . A fax was received from Jeanine Pirro announcing the culmination of long time investigation of drug sales. Trustee Spota reported that the correction staff of the Commissioner of State Corrections inspected our police lock up on February 18th and gave us an excellent report. I Chief Warren attended the State Emergency Manager Office Certificate of Completion for the instant command system. Hood and Detective Quinoy attended the Death Ivestigntion Training Seminar. Officers D'AIessandro, D'Agostinis and Guzzo completed the instructor course for firearms. Trustee Hart reported that we are in the process of working on the village budget and the library budget. Trustee Grala thanked Jim Hart for all the work he has done on the budget and thanked Karen Rubenstein for all her help on the library budget. Trustee Zieja read the attached Fire Wardens report and Trustee Zieja moved to approve the action taken, seconded by Trustee Stever and carried. Trustee Stever had no report. Administrator's Report Mr. Douglas reported that the new recreation brochure is at the printers and thanked Rafael Bensocome for all his hard work. The cable television survey form will be mailed out soon. Mr. Douglas coomented that he has written to Congresswoman Nita Lowey asking for assistance on route 9 and our request is moving through the system. Mr. Douglas commented that the Re-organization meeting will be held on April 20* this year. Our bid on a fireboat was not accepted. We have a grant to purchase a fireboat and we think we now have a suitable replacement. Resolutions- Attached Mayor's Report Mayor Zegarelli received a memo from Sean McCarthy regarding the Phelps Master Plan. Correspondence was sent to Richard Miller regarding the lighthouse. The board received a copy of a letter from Village Administrator to Jeff Shumedja Counsel for the Village of Tarrytown regarding his request for several records. The Mayor sent a letter to Emily Spaulding regarding cable television. The Mayor commented that the board has a copy of a memo sent by the Village Administrator regarding the Laub playground. The Mayor received a letter from Mr. Levison regarding the voting districts. �730 The Mayor received turn off notices from Con Edison for 72 Beekman Avenue and 146 Cortlandt Street. The board members should have received their monthly report on the status of Kendal on Hudson CCRC development. Communications, Petitions, & Requests Village Clerk read communications from Horseman Diner, 276 N. Broadway and Restaurant Latino, Inc., 68 Beekman Avenue, Sleepy Hollow, informing the village that have applied to the NYS Liquor Authority to renew their liquor license. (Copy to Police Chief) There being no further business, Trustee DiFelice moved, seconded by Trustee Spota to adjourn the meeting, carried. We used sand/salt combination during these snowfalls due to the salt shortage, so we did not have to dip into our salt reserve. This was a one time usage. If we have any more snow or ice, we will continue with just salting the roads. The Department of Public Works sweepers have been out sweeping up the sand. Due to the State's lack of response to repairing the potholes on route 9, the village Department of Public Works will undertake repairing potholes on route 9 in an emergency to insure the safety of our residents. Yard waste must be placed at the curb on Mondays. Any leaves should be bagged and placed at the curb also. The work done on the ambulance building addition by our Department of Public Works crew is 99%complete. REMINDER!!! The home visits are part of a larger County initiative that would first try to identify how many children in Westchester have the condition. Overseeing this study — which would be the first of its kind in Westchester - would be an 18-member Westchester Asthma Council appointed by County Executive Andy Spano to help coordinate asthma resources in the county. "Asthma is the leading chronic disease facing children today, and even though we understand more about it than we did just a few years ago, the incidence among children is growing, not declining. Asthma not only affects a child's health, but his ability to do school work or just enjoy fife. I have appointed this asthma council so we can pool our knowledge and make sure we are not duplicating services. I have also asked the council to oversee a study to team how many children have asthma and where they live so we can better direct our resources to fight this disease" Asthma is a chronic inflammatory disease of the airways. More than 5 million children nationwide suffer from the condition. In Westchester, an estimated 48,000 people have asthma - 25 percent of them children. More cases are reported each year, especially among the very young, minorities and the poor. Initially, the Health Department will provide home nursing visits as part of a pilot asthma program in New Rochelle schools funded by a grant through the American Lung Association. The visits would be made to hard-to-reach families in the program who have had difficulty coming to school to discuss their child's condition with the school nurse. HealthSource has offered to cover the cost of the nursing visits for its enrollees, however the service will be provided regardless of insurance coverage. Finding a common denominator to asthma attacks - heredity, environment, socio-economic status - can provide significant clues to new treatments, even a cure. While studies to identify sufferers have been done elsewhere - a major study was just completed in Connecticut schools - none have been done in Westchester. I "The Health Department is commissioning a study that will look at data from large pediatric practices, health centers and clinics to determine how many children have asthma and where they live. The results of the study along with other data available through the asthma council will give us a broader understanding of the prevalence of pediatric asthma," said Westchester County Health Commissioner Dr. Josh Lipsman. "Having this type of information will be extremely valuable in helping to decide how best to use our resources." The Westchester County Asthma Council is made up of physicians, public health educators, schools officials, hospital representatives and other medical institutions and non-profit agencies such as the American Lung Association with an interest in respiratory health issues. In addition to overseeing the asthma study, the council will act as a forum and clearinghouse for asthma issues — a forum that does not now exist. Dr. Adrienne Weiss-Harrison, medical director of New Rochelle Schools, said the asthma council was an important partnership that would help to address asthma needs in this county. "Like other school districts in Westchester, we find that Asthma is the most common chronic disease affecting our students. It frustrating that Asthma is increasing in the 21st century when we should be able to control iL We want our students with Asthma to stay out of the hospital. The American Lung Association has been fighting asthma for years and can confirm that asthma has become an epidemic, and asthma can be a killer.
