Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on
Tuesday, November 16th, 2004 at 7:00 P.M. in the boardroom at Village Hall," 28
Beekman Avenue, Sleepy Hollow, New York.
Present:

At 8:00 p.m. the Mayor called the Board into special session. During the Special Session
the attached Mayor's appointments were confirmed and the resolutions were acted on as
noted therein.
At 8:15 p.m. on a motion of Trustee DiFelice, seconded by Trustee Murray the special
meeting was adjourned and the board went into executive session to review current
litigation. No action was taken during the executive session which ended at 8:35 p.m.

VILLAGE KOARD FINDINGS AND RESOLUTION
ZONING DESIGNATION H-HOSPITAL
WHEREAS, the Phelps Memorial Hospital Association has submitted a petition
to the Village of Sleepy Hollow (Village) to permit the zoning of approximately five (5)

acres of vacant land, which was to be annexed from the Town of Mount Pleasant to the
Village of Sleepy Hollow, as part of the Hospital (H) District, and
WHEREAS, on September 21, 2004 a joint meeting was held on the issue of
annexation of the parcel, pursuant to duly published notices, and
WHEREAS, the Planning Board of the Village of Sleepy Hollow, as Lead
Agency, conducted a coordinated review of this project, including the proposed
annexation and zoning issues, under SEQRA and issued a negative declaration, and
WHEREAS, the Town Board of the Town of Mount Pleasant and the Village
Board have both adopted resolutions approving the annexation, and
WHEREAS, the Planning Board has recommended that the proposed zoning take

place, and
WHEREAS, a duly noticed hearing was held on November 9, 2004 with respect
to the proposed local law amending the zoning ordinance to provide for the proposed
zoning.
NOW THEREFORE, it is

RESOLVED:
The Mayor and Board of Trustees hereby adopts the local law which in
accordance with the provisions of section 62-6 of the Zoning Ordinance of the Village of

Sleepy Hollow provides that the Official Zoning Map of the Village is hereby amended
bv adding to the Hospital (H) District a certain parcel of land, consisting of
approximately five acres, acquired by the Phelps Memorial Hospital Association and
annexed to the Village of Sleepy Hollow which is known and designated on the tax
assessment map of the Village as section 11, block 01, lot 0003.A1P.
