BOARD OF TRUSTEES MEETING - SPECIAL SESSION
December 7,2004
Mayor Zegarelli called the meeting to order at 8:00 p.m. Prior to the meeting, the Board
held a regularly scheduled work session.

a) PH-1 Continuation of Public Hearing: Tree Conservation Ordinance
Mayor Zegarelli stated that this is a continuation of the public hearing.

The Mayor re-opened the public hearing.
Robert Ponzini reviewed the changes to the Ordinance. He stated that simplified
procedures were put in place for homeowners with 1-2 trees on their property. He stated
that fines have been increased for violations of the Ordinance.
Trustee Capossela asked if the Ordinance discussed the minimum tree caliber size.
Robert Ponzini responded that references to the tree caliber sizes were included in the
Resolution.
Since there were no public comments, Trustee DiFelice made a motion to close the public
hearing. Trustee Spota seconded. It was unanimous (7-0).
This item was moved to the December 21,2004 meeting for decision by the Board.

b) Public Hearing: Re-zoning of 16 New Broadway Trustee Murray read the public hearing aloud.
Mayor Zegarelli noted the affidavit of publication.
Sean McCarthy spoke about the property. He stated that since the proposed use of the
property will be changed from residential to office space, it requires a change in zoning.
Mayor Zegarelli asked if the property owner wanted to address the Board.
Larry Doyle stated that the property was purchased in order to relocate his business from
Mamaroneck to Sleepy Hollow. He stated that a local law firm would occupy the first
floor of the property and the remaining floors would be used to operate his financial
investment business. He stated that eight employees would be employed at the property
and that additional parking would be created on-site to accommodate all employees.
Jerry O'Reilly of 25 Bedford Road stated that he approves of the re-zoning of the
property and of the proposed on-site parking expansion.
Since there were no further public comments, Trustee Spota made a motion to close the
public hearing. Trustee Capossela seconded. It was unanimous (7-0).
This item was moved to the December 21, 2004 meeting for decision by the Board.

c) Approval of Warrants: November 3.2004Trustee Capossela made a motion to approve the warrants of November 3,2004 subject
to the review, approval, and signatures of the department heads, Mayor and Village
Treasurer. Trustee Grala seconded. It was unanimous (7-0).

d) Resolutions See attached.

Since there was no further business, the meeting was adjourned at 8:13pm.
