Sleepy Hollow, New York. Present: Mayor Philip F. Zegarelli Deputy Mayor Mario DiFelice Andy Murray Rich Zieja Tommy Capossela Kay Grala Richard Spota Trustees Also Present: Dwight H. Douglas, Village Administrator Robert Ponzini, Village Attorney Joel Sachs, Special Counsel David Smith, Planning Consultant Sean McCarthy, Village Architect Dolph Rotfeld, Village Engineer At 7:10 p.m. the Mayor called the Board into special session to continue and hold over a Public 1 learing on WMG's application for a special permit for an affordable senior housing project. On a motion of Trustee DiFelice, seconded by Trustee Spota and carried unanimously the public hearing was adjourned until February 151 . 2005 at 7p.m. On a motion of Trustee Murray, seconded by Trustee DiFelice and subject to the review, and approval of the Mayor, the subject department heads, and the Village Treasurer the warrant of February 8th. 2005 and any vouchers as consolidated in said warrant were unanimously approved. During the Special Session the attached resolutions were acted on as noted therein. At 8:30 p.m. on a motion of Trustee Murray, seconded by Trustee DiFelice the special meeting was adjourned and the board went into executive session to review current litigation. I NOW, THEREFORE, BE I T RESOLVED, that the Village of Sleepy Hollow calls for a public hearing to be held on March 22, 2005 at Village Hall, 28 Beekman Avenue, to consider the proposed modification of Chapter 24 "Garbage". Moved by: Trustee Zieja Seconded by: Trustee Murray Vote: Unanimous I j i „ ^.^jAiisftiSaSaKieiliiSS �S56 Meeting Date: Resolution #: 02/08/05 02/28/05 RESOLUTION FOR A PUBLIC HEARING TO ENACT A LOCAL LAW AMENDING THAT CHAPTER OF THE GENERAL CODE OF THE VILLAGE OF SLEEPY HOLLOW ENTITLED "SEWER RENT LAW" WHEREAS, Article 14-F of the General Municipal Law of the State of New York, "Sewer Rent Law", authorizes the Village of Sleepy Hollow to not only establish and impose sewer rents and to create a "Sewer Rent Fund", but also to establish Sewer Consumption Fees and a Sewer Consumption Fund for the payment of the cost of operations; maintenance and repairs of the Village of Sleepy Hollow's sewer system; and WHEREAS, the Board of Trustees of the Village of Sleepy Hollow finds that it is necessary to establish such sewer consumption fees for such purpose and that such fees would be in the public interest and provide for a sound maintenance program for the Village sewer system; and WHEREAS, Chapter 14-F of the General Municipal Law requires that a public hearing be held on such local law on at least five (5) days notice to the public. NOW, THEREFORE, BE I T RESOLVED, that a public hearing be held on the enactment of a proposed local law amending that section of the General Code of the Village of Sleepy Hollow entitled "Sewer Rents" on March 22, 2005 at 8:00 in the p.m. at Village Hall located at 28 Beekman Avenue, Sleepy Hollow, New York and on such other adjourned dates as the Board of Trustees shall deem necessary. (Roux Associates) is pleased to present our statement of interest and qualifications to assist Saccardi & Schiff and the Village of Sleepy Hollow, New York review and evaluate the remediation effort that is currently being conducted at the former General Motors (GM) facility. This letter presents a brief overview of both Roux Associates and my personal qualifications to provide environmental assistance to the Sleepy Hollow. Roux Associates is an environmental consulting firm that specializes in the investigation and remediation of subsurface contamination for a wide variety of industrial and municipal clients. Founded in 1981 and headquartered on Long Island, Roux Associates currently has a staff of 180 based in five offices including Boston, suburban Philadelphia, Atlanta and Chicago. Our staff is comprised of hydrogeologists, groundwater modelers, sanitary, civil and chemical engineers, toxicologists and wetlands scientists. Our core expertise is investigating and solving complex environmental problems usually related to industrial facilities or the redevelopment of property with an industrial past. We also routinely utilize our expertise to assist a wide range of clients evaluate environmental problems in which they have a vested interest. This includes insurance companies, lending institutions and municipalities. The enclosed Statement of Qualifications for the firm presents a comprehensive list of our clients and our services. Craig A. Werle, P.G, the principal hydrogeologist who is proposed to assist Sleepy Hollow with this assignment, has over 25 years of experience as a consulting hydrogeologist. Mr. Werle has focused throughout his career on contaminant hydrogcology in the Northeast. He has extensive experience investigating and remediating industrial facilities similar to the GM plant. He is well qualified to expeditiously evaluate historic operations at the GM facility and reach conclusions related to the efficacy of AMEC's work completed in the last several years. Mr. Werle recently completed a similar assignment that involved assisting a homeowners �553 i Mr. David Smith January 26, 2005 Panel association on the south shore of Long Island with the issues related to a groundwater contaminant plume from a former Key Span manufactured gas plant. The plume had migrated beneath this waterfront community and their concerns included evaluation of potential human health and environmental impacts and the diminution of real estate values. Roux Associates was able to assist them in negotiations with KeySpan to tailor the remedial plans to meet the community's needs. A detailed Professional Profile for Mr. Werle is presented in Roux Associates' Statement of Qualifications. A schedule of Roux Associates billing rates and business terms is attached.
