Zegarelli Board of Trustees FROM: Dwight H. Douglas DATE: March 22, 2005 RE: Grievances Filed February 15, 2005 [) My recommendation is to deny all grievances with the exception of the following: 1. Section 11, Block 01C, Lot 3: Recommend reducing this assessment by $10,000 to a new assessment of $175,000. This reduction is consistent with the market value of the property as evidenced in the September 2004 sale of the property. 2. Section 11, Block 01D, Lot 5: This assessment is recommended to be reduced from $206,000 to $200,000 in assessed value, also consistent with market value parameters. 3. Section 14, Block 2, Lot l.Q. This assessment is recommended to be reduced by $24,500 to a level of $200,000. This assessment is then consistent with market parameters and surrounding comparative assessments. Present: Mayor Philip Zegarelli .Mario DiFelice Richard Spota Thomas Capossela Richard Zieja Kay Brown Grala Trustees Absent: Trustee Andrew Murray Also Present: Robert Ponzini, Village Attorney Dwight Douglas, Village Administrator I Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag at approximately 8:30 pm. Mayor Zegarelli commented that the Board of Assessment Review took place at 8:25 prior to opening the regular order of business. (See attached minutes) The regular order of business then took place. Approval of Minutes Trustee Capossela moved, seconded by Trustee Spota to approve the minutes of February 15, 2005, motion carried unanimously. Trustee Spota moved, seconded by Trustee DiFelice to approve the minutes of February 22, 2005, motion carried unanimously. Public Hearings Trustee DiFelice read the attached public hearing notice regarding amendments to the Garbage Local Law. •"t>~ Robert Ponzini gave a brief overview of the proposed amendments. I Peter Kringas of Webber Avenue had questions regarding the proposed amendments and stated that it was his understanding that the garbage tax was a one time deal and felt that we should raise the water rates instead since everyone uses water and only pays for what they use. The Mayor tried to explain that we are trying to come up with a process that is fair. George Checchi of College Avenue asked if the survey would include weight, volume, etc. and will tax exempt properties have to pay this garbage tax. �The .Mayor explained how the survey would take place and stated that tax exempt properties will be paying garbage tax also. Mario Belanich of N. Washington Street commented that we are paying for these services in our taxes. Rocco Minella of Continental Street asked if it's the homeowner or resident who will be paying this tax. The Mayor responded the homeowner and he commented that we are trying to do what we think is for the best for everyone so we don't have to raise taxes too high and continue with services with now provide. He also commented that we are considering the possibility of a possible Fall and Spring cleanup. There being no further comments, Trustee Zieja moved, seconded by Trustee Grala to close the public hearing, motion carried. Trustee Zieja read the attached public hearing regarding amendments to the Sewer Rent Local Law. Village Attorney, Robert Ponzini gave a brief overview and stated that this is just defining the local law and is an accounting adjustment. There were no comments from the public. Trustee Grala moved, seconded by Trustee Capossela to close the hearing, motion carried. Approval of Warrant Trustee DiFelice moved, seconded by Trustee Spota to approve warrant of March 22, 2005 subject to review, approval and signatures of the Mayor and Village Treasurer, motion carried unanimously. Total of the General fund is S55,230.95, the Capital fund total is SI5,833.55 and the Water fund total is SI6,893.28. Mayor's Report Mayor Zegarelli reported that he met with Tarry town Mayor-elect Drew Fixell and they will have a working relationship which is great. He also thanked Mayor Paul Janos for working together with us in the past. We have received two million dollars in grant monies. We also received S800,000. grant for Horan's Landing and Ichabods Landing. Public Comments A resident of Margofta Courts read a letter to the Mayor and Board regarding the parking meters on Valley Street and wanted to know when they will be removed completely. �^1 Chief Warren «ave a brief explanation of why the meters were put t h e r e in the first place. The .Mayor commented that Trustee Spota and Chief Warren will review the situation and come hack on April 12th with a determination. Another resident commented that free parking should he given to the residents of Margotta Courts. .Michael Blaloek commented that the Board already has the information needed to render a decision. Mario Belanich commented that the amount of money to be inserted into the meters on Beekman Avenue should all be the same. Mr. Belanich asked about the towing contract and why only one company is being issued the contract. Chief Warren explained that they have to meet certain criteria in order to be awarded the contract and the others who applied do not meet these criteria. Trustee Reports Trustee Zieja had no report. Trustee Grala had no report. Trustee Capossela read the attached Administration Report. Trustee Spota reported that the Public Safety Committee met on Monday night. The next Public Safety Committee meeting will be held on Monday, April 25 th at 7 pm. The Police Committee will meet at 6 pm on March 29<h. Sgt. Hood and Sgt. Camp conducted a National Safety Awareness week where they issued a total of 18 summonses. Chief Warren attended the Division of Criminal Justice services on October 27 ,h and 28 th . Trustee DiFelice read the attached Public Works Report. Mayor's Report An Emergency Preparedness Program regarding trains will be held in North White Plains yard. We are in receipt of the Quarterly Report on the Empire Plan. 3 �We have received a request for more money from the COC. We have received turn off notices froni Con Ed for 249 N. Broadway and 188 Cortlandt Street. Inion Hose will be holding on luncheon on April 17th honoring Miguel Valle for twentylive years of service. We received a letter from the Village of Tarrytown regarding the crumbling steps at the Warner Library. Administrator's Report Dwight Douglas reported that we have received a small grant in the amount of S2000. to replace the dead trees on Depeyster Street. The first draft of plans for the Lawrence Avenue project are in place. We have received a letter from St. Teresa's Church requesting permission to hold a procession on Good Friday at 7 pm. Trustee Capossela moved, seconded by Trustee Spota to approve their request, motion carried. The Police Department and Department of Public Works will be notified. Garbage pickup this week is as follows: MONDAY-THURSDAY PICK UP- MONDAY & WEDNESDAY. TUESDAY-FRIDAY PICK UP—TUESDAY & THURSDAY RECYCLING WILL STILL TAKE PLACE ON WEDNESDAY We have had four-five snow/ice storms in the past month. We still have an ample supply of salt in case we still need it. The Lawrence Avenue storm water project and water main replacement should start in early April, weather permitting. Wc have removed the dead trees on route 9 near the high school. We are removing dead trees and pruning other trees in Kingsland Point. Other tree removal/trimming in the village is ongoing. Street lite repairs is ongoing. Also, storm windows have been replaced in Rescue Hose and also Union Hose. The basement in Central firehouse is being remodeled. The Fire Chiefs office will be moved to the basement once the office is completed. The storage area on the third floor continues to be updated for files. I I % jr-J *-' -4.*- *,vi t- ^ ^tf^i^ g ^ ^ - a ^ , - ^ fc^^-igSr^&^kA^y^ �Meeting Date: Resolution 03/22/05 03/37/05 Resolution of the Board of Trustees of the Village of Sleepy Hollow For Purchase of New Motors for Fire Rescue Board WHEREAS, in 2004, the Village of Sleepy Hollow received a $50,000 grant from the State of New York for the purchase and improvement of a fire rescue boat, and WHEREAS, the Village subsequently purchased the boat and now needs to make improvements in the form of replacement of motors, and WHEREAS, the Fire Chiefs have recommended the proposal of Westerly Marina, Inc. of 7 Westerly Road, Ossining, New York 10562 be accepted to supply and install two new Mercury 115 four stroke outboard motors with related equipment at a total price not to exceed $19,000, and WHEREAS, said new motors meet and exceed all current EPA standards. NOW, THEREFORE/BE I T RESOLVED, that the Mayor and Board of Trustees do hereby approve the purchase of the above motors pursuant to the attached bid sheet at a total cost not to exceed $19,000, funds to be provided from the balance of the $50,000 state grant. Sullivan and Ulster) and beyond. Whereas Westchester Medical Center has made significant progress in operational improvement, cost reductions and revenue enhancements while maintaining a high quality of care but is still the only public hospital in New York State that does not receive a public subsidy. Therefore, let it be resolved that the {name of municipality} supports Westchester Medical Center's Operation Cure and the renewal of the existing soon-to-expire lA% sales tax and dedicate funds to public hospitals and public nursing homes in New York State.
