Minutes of the Board of Trustees

Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on
Tuesday. May 10th, 2005 at 7:00 P.M. in the boardroom at Village Hall, 28 Beekman
Avenue. Sleepy Hollow, New York.
Present:

At 7:20 p.m. the Mayor called the Board into special session.
On a motion of Trustee Murray, seconded by Trustee Zieja and subject to the review, and
approval of the Mayor, the subject department heads, and the Village Treasurer the
warrant of May 10th, 2005 and any vouchers as consolidated in said warrant were
approved, with the exception than regarding voucher #11427 for vendor #1371 Trustee
DiFelice voted in opposition.
During the Special Session the attached resolutions were acted on as noted therein. At
7:35 p.m. on a motion of Trustee DiFelice, seconded by Trustee Murray and carried
unanimously, the special meeting was adjourned. At the request of the Mayor, residents
of Katrina Avenue attended the meeting and spoke of ongoing noise and public
rowdiness emanating from the Eagles Club. Follow up actions were discussed including
a review of the Village's Dance Hall permitting process as well as police monitoring and
continued efforts to reach out to the Eagles Club to self monitor.

At 8:10 p.m. on a motion of Trustee Murray, seconded by Trustee DiFelice, the board
went into executive session to discuss litigation and contract negotiations. No action was
taken during the executive session. At 9:15 p.m. the board came out of executive session
and the work session was ended.

RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF
SLEEPY HOLLOW CHANGING THE WEEKLY PAY PERIOD T O A BIWEEKLY PAY PERIOD FOR ALL NON-UNION AND "MEU" EMPLOYEES OF
THE VILLAGE OF SLEEPY HOLLOW
WHEREAS, the Village of Sleepy Hollow ("Sleepy Hollow") has recently reviewed its
employee handbook and MEU contracts, and
WHEREAS, the handbook and contracts have no provision on the frequency of the pay
periods associated with the employees, and
WHEREAS, the Treasurer believes that by changing the pay period to bi-weekly, she will
be able to invest the Village of Sleepy Hollow's monies more wisely and a cost savings
and reallocation ofjob duties for the Deputy Treasurer will became apparent, and
WHEREAS, Sleepy Hollow will make every effort to negotiate the bi-weekly pay period
for all "union" employees, and
WHEREAS, Sleepy Hollow has been advised and believes it is in the best interest of the
Village to change the weekly pay period to a bi-weekly pay period, and
WHEREAS, this change will become effective July 1,2005,
NOW THEREFORE BE IT RESOLVED, that the Village of Sleepy Hollow does hereby
change the v/eekly pay period to a bi-weekly pay period for all non-union and "MEU"
employees of the Village of Sleepy Hollow, commencing July 1,2005.

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Authorizing Contract with Westchester County
Lawrence Avenue Improvement Project
WHEREAS, the Village of Sleepy Hollow applied for and received preliminary
notification of an award of $180,000 for streetscape improvements to Lawrence
Avenue; and
WHEREAS, contract document #C-67-05-P72 has now been drafted by the County and
forwarded for execution by the Mayor.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of
Sleepy Hollow herein authorize the Mayor to execute contract #C-67-05-P72 and
further authorizes the Mayor to take any and all steps necessary to effectuate the intent
of this resolution.

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Appointing an Acting Deputy Clerk/Treasurer
WHEREAS, Deputy Clerk/Treasurer Genette Toone has resigned arid her
responsibilities during the interim period prior to the hiring of a new Deputy Clerk/
Treasurer are being carried out by Cielo Canola whose title is Intermediate Clerk Spanish Speaking.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of
Sleepy Hollow confirms the Mayor's interim appointment of Cielo Canola as Acting
Deputy Clerk/Treasurer; and
BE IT FURTHER RESOLVED that during this period of increased responsibility, Ms.
Canola's salary will be increased from $39,136 to $45,000, said salary to revert to
$39,136 upon hiring of a new Deputy Clerk/Treasurer.

completion of training term and specified courses, if required.
